Veterans Outreach of Wisconsin Offices

Based in Racine, WI, Veterans Outreach of Wisconsin (VOW) works to make a difference in the lives of at-risk veteran households in every community across Wisconsin. We were founded by community members who recognized a need and took action. What began as a group of volunteers in 2013 has blossomed rapidly into a growing organization. Our program expanded in 2017 to include a village of 15 tiny homes, a food market, and trauma-informed programming.

Mission Statement

VOW meets at-risk veterans at their point of vulnerability with the dignity and respect they deserve. Our mission is to assist homeless and at-risk veteran households return to normalcy in life by providing food, clothing, shelter, and programming.

Our services are free to veteran households. Our former service members fall on hard times, oftentimes despite their best efforts. Communities can come together and support local veterans in need. Join us and Be a Hero to a Hero!


2025 in Brief

As we reflect on 2025, we wish to acknowledge that what we accomplished is due to the support of our community.

Veterans Market Place

  • We received 882,685 pounds of food and non-food donations
  • We were able to distribute 837,898 pounds of food to Veteran households
  • We served more than 850 Veteran families
  • We provided 920 holiday baskets
  • We provided over 360 toys to Veterans' children for Christmas

James A. Peterson Veteran Village

  • We were able to serve 32 Veterans
  • We had 10 Veterans who moved to permanent housing
  • We added a 16th home, so we are able to serve more at-risk Veterans

Veteran Support Program

  • We assisted more than 95 Veterans with accessing supportive services, including mental healthcare
  • We provided Peer Support counseling to more than 70 Veterans
